In the USA bikes are generally forbid from riding on the sidewalks and in some places it is not uncommon to get fines of 20000en for violating this rule.

The optimum place for cyclist to ride is in an exclusive lane dedicated to cycling. This is of course difficult to implement in places like Japan where road space is limited. Many communities in the USA are lobbying hard for more bike lanes and they are slowly becoming more common.

I think that the most serious problem for cyclist in Japan is the parked cars on the roadways. It is really the only place to park cars most of the time, but other high density cities like nyc have dealt with this problem by implementing organized pay-public parking. This provides motivation to not drive and to use public transport, which is of course better for everyone.

If parking was forbid on half of the major streets in Kyoto and bike lanes were put in place, I think it would be a much nicer pace to get around for cars, pedestrian, and cyclist. The drawback would be higher parking cost and a bit of extra walking if you decided to drive your car.

米国では自転車は通常、歩道を走ることを禁じられています。この規則を破ると20,000円の罰金を払わねばならないということも珍しくはありません。

サイクリストが走るのに最適な場所は、サイクリングのために設けられた自転車専用レーンです。これは、日本のようにスペースが限られているところでは設けるのは難しいでしょうね。米国の多くの市町村では、「もっと自転車専用レーンを作って！」との激しい請願活動が展開されているんです。結果として、自転車レーンの設置は徐々に広まってきました。

私が思いますに、日本のサイクリストにとって一番深刻な問題は自動車の路上駐車ではないでしょうか。確かに、そこにしか停めようがないのでしょう。でも、ニューヨークのような人口密度の高い都市は、よく組織された有料公共駐車場を設置するという方法でこの問題に対処してきました。これによって、車ではなく公共の乗り物を利用しようという気にさせられます。誰にとっても望ましいことです。

もし京都の主な道路の半数が駐車禁止にされて、かわりに自転車レーンが設置されたとしたら、車、歩行者、サイクリストのいずれにとっても動きやすいところになると思います。車を運転したい場合には高い駐車料金がかかり、余分に歩かねばならないというマイナス面があるようにすればいいんですよね。
